Powerful report on sexual abuse in (Canadian) military calls for outside-chain-of-command solution

The report from former Supreme Court Justice Marie Deschamps on sexual misconduct and harassment in the Canadian Armed Forces is blistering and powerful.

It describes "a sexualized environment in the armed forces … characterized by the frequent use of swear words and highly degrading expressions that reference women's bodies, sexual jokes, innuendos, discriminatory comments with respect to the abilities of women, and unwelcome sexual touching..."

That would be bad enough.

But Deschamps goes on to say that this sexualized environment leads to the widespread "use of sex to enforce power relationships and to punish and ostracize a member of a unit."

Baltimore Riots And A Vision Of Things To Come

The recent death of 25-year-old Freddie Gray at the hands of police in Baltimore, MD has now been added to the long list of American citizens murdered by the law enforcement community. Video footage of Gray’s arrest alone is cause enough for anger but his subsequent death after wounds inflicted by police – while not on video – are an atrocious case of neglect at best and outright torture and murder at worst. Given the track record of the US law enforcement community and the history of Baltimore’s policing in general, the latter is the most likely scenario.

Lawmakers Trying To Pass Bill Exempting Politicians From Arrest And Prosecution For Corruption

Taking payoffs, breaking the law and pushing through unconstitutional legislation as special favors to corporate interests has long been par for the course in politics. But now Representative Kevin Calvey (R – Oklahoma City) wants to make it official and make it illegal to arrest any state officials accused of a public offense.

Representative Calvey has introduced House Bill 2206, which would prohibit Oklahoma’s district attorneys from prosecuting state officials, granting that power exclusively to the state’s Attorney General. This would exempt lawmakers from prosecution of nearly any crimes that are normally handled at the local level.

This could risk up to $30,000 a year for a family with two young children. The changes will come into effect from January 1, 2016 (report here).

Suspected paedophile peer Lord Janner faces questions by the judge leading the national inquiry into historic child sex abuse.

Justice Lowell Goddard said she will take personal responsibility for examining the actions of the former Labour MP, and will bring in her own medical experts to determine whether it is possible to confront the 86-year-old over the avalanche of allegations against him.

The announcement is a shot across the bows of Director of Public Prosecutions Alison Saunders, who ruled this month that Janner should not be charged.

What Happened to $1.3 Billion of Taxpayer Money Sent Directly to U.S. Military Officers in Afghanistan? Pentagon won’t Say

A report (pdf) from Special Inspector General for Afghan Reconstruction (SIGAR) John Sopko pointed out that $2.26 billion had been put into the Commander’s Emergency Response Program (CERP). That funding is meant to be used primarily for small projects estimated to cost less than $500,000 involving such issues as transportation, electricity and education. This year, most of the money will be used for condolence payments when civilians are killed or injured or property is damaged by U.S. forces and to increase security for communities that happen to be located near active U.S. military bases.

However, according to the SIGAR report, the Defense Department is given “broad authority to spend CERP funds notwithstanding other provisions of law. As a result, projects supported by CERP funds are not bound by procurement laws or the Federal Acquisition Regulation.”

House Republicans Want To Block Predatory Lending Protections For American Troops

House Republicans are pushing legislation to block predatory lending protections for American soldiers, under pressure from the banking lobby.

GOP lawmakers tucked the deregulation item into the National Defense Authorization Act -- a major bill setting the military's funding, along with a number of other controversial terms on Guantanamo Bay and other issues. If the banking item is enacted, it would impose a one-year delay on new Department of Defense rules meant to shield military families from abusive terms on payday loans and other forms of high-interest credit. The bill is being considered Wednesday before the House Armed Services Committee.
